Are the CPU cores and RAM dedicated?

Your plan's RAM is dedicated to your VPS. The vCores are shared with other VPSes on the same node. KVM gives you an isolated virtual machine with your own kernel and root access; it does not make the CPU cores exclusive to you.

Who manages the VPS software?
