Less than you would expect. World size mostly affects generation time and how big the save file is on disk, not how much RAM or CPU the server uses while people are actually playing. Player count and mod list are what drive RAM use, not world size.

Usually a leftover entry in the server's Mods/enabled.json that does not match what is actually installed. Clear out mods you removed from both the server and that file, restart, and have everyone rejoin with a clean client mod list.

No. Terraria dedicated servers are for the PC version. Console and mobile use their own multiplayer and cannot connect to a PC dedicated server.

Upload the .wld file to the worlds folder and point the server config at it. Take the .bak alongside it as well, because Terraria writes a backup on every save and it is the fastest recovery if a world file gets damaged.

Usually a spike in entity updates on a connection that cannot keep up, rather than a server fault. Large events like a Martian invasion or a boss fight with many summons generate far more traffic than normal play.
