If Simple Voice Chat works for other players but not for one person, the server port is probably fine. The problem is usually on that player's client or network: wrong mod version, missing microphone permission, a firewall, a VPN, or a broken launcher profile.
First, confirm it really is one player
An operator can run this in game:
/voicechat test PlayerName
It needs the voicechat.admin permission, which operators have by default, and it does not work from the console. Run it for the affected player and for one player whose voice works.

Step 1: Confirm the Client Mod Is Installed
Simple Voice Chat is both server-side and client-side. If the server has the mod but the player does not, they will not connect to voice.
In the Minecraft mods menu, they should see Simple Voice Chat listed.
Step 2: Match Mod Version and Loader
A Fabric client cannot use a Forge-only setup. A 1.21.1 mod file will not reliably work on 1.20.1.

Windows Firewall or antivirus can block Java from sending UDP packets.
Allow these through the firewall:

The Simple Voice Chat wiki adds two more causes that only hit one player. Some internet providers block UDP, which is common on mobile data, and a VPN can do the same. If the player cannot use voice chat on other servers either, that is the likely reason. Players using the OpSec mod need its Mod Whitelist set to AUTO, or the voice chat packets added to the whitelist.
Step 7: Launcher Profile Reset
If nothing works, create a fresh profile:
- Export saves if needed
- Create new launcher instance
- Install only the required mod loader
- Install Simple Voice Chat
- Join server and test before adding other mods
